' Pursuant to the Direction of Election , an election by secret ballot was conducted on February 6, 1942, under the direction and supervision of the Regional Director for the Eighteenth Region (Minneapolis , Minnesota ). On February 7, 1942, the Regional Director , acting pursuant tot Article III, Section- 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, issued and duly served upon the parties an Election Report on the ballot. No objections to the conduct of the ballot or the Election Report have been filed by any of the parties. B., No. 14 59 60 DECISIONS OF NATIONAL LABOR RELATIONS BOARD designated and selected by a majority of all employees of The Western Union Telegraph Company working in or from St. Paul, South St. Paul, and the suburbs of St. Paul, Minnesota, under the jurisdiction of the superintendent at St. Paul, excluding employees having the exclusive right to hire and discharge, part-time mes- senger boys engaged exclusively in the handling of errand service and/or distribution service, chief bookkeepers, and late night traffic manager, as their representative for the purposes of collective bar- gaining, and that, pursuant to Section 9 (a) of the Act, Commercial Telegraphers' Union, Local • No. 9, affiliated with the American Federation of Labor, is the exclusive representative of all such em- ployees for the purposes of collective bargaining in respect to rates of pay, wages, hours of employment, and other conditions of employment.
