Administrative Law Judge William G. Kocol’s rulings is denied. The Acting General
Counsel has failed to establish that the Administrative Law Judge abused his discretion.
This Order is without prejudice to the Acting General Counsel raising these issues on
exceptions to the judge’s decision, if appropriate.
