The Employer’s and the Petitioner’s Requests for Review of the Regional
Director’s Decision and Direction of Election are granted as they raise substantial issues
warranting review solely with regard to whether the Board has jurisdiction over the
petitioned-for teacher and non-teacher employees.1 In all other respects, the Employer’s
Request for Review is denied.2

1 Pending a determination on review as to whether the Board has jurisdiction over the
petitioned-for employees, the Board finds it unnecessary to consider whether the
department heads are not statutory supervisors, as alleged in the Petitioner’s Request for
Review.

jurisdiction over the Employer.
