DECISION AND , CERTIFICATION OF REPRESENTATIVES STATEMENT OF THE CASE Upon petition duly -filed by United- Organization of Plant Protec= tion Employees, herein called the ' Union, alleging that a - question affecting -comtherce had -arisen 'concerning the representation of em= ployees of General Motors Corporation, Fisher Body-Lansing Divi= sion, herein called the Company, engaged in manufacturing at Lan- sing, Michigan, the National.Labor Relations Board provided for an appropriate hearing upon due notice. - In May 1942,1 before a hearing was held, the Company, the Union, and the Regional Direc- tor, for the Seventh Region (Detroit, Michigan) entered into a "STIFbLATION FOR CERTIFICATION ON CONSENT ELECTION." Pursuant to the stipulation an election by secret ballot was con- ducted on June 4, 1942, under the direction and supervision of the Regional Director among all plant protection employees of the Com- pany, excluding sergeants, lieutenants, captains, chiefs and other supervisory employees, clerical employees, and lobby attendants, to determine whether or not they desired to be represented by the Union. On June 5, 1942, the Regional Director issued and duly served upon the parties an Election Report on the ballot. No objections to the conduct of the ballot or the Election Report have been filed by any of the parties. As to the balloting and its results, the Regional Director reported as follows : 1 The stipulation was signed by the Company in Detroit, Michigan , on May 6, 1942; and by the Union and the Regional Director on May 25, 1942. 41 N. A question affecting commerce has arisen concerning the repre- sentation of employees of General Motors Corporation, Fisher Body- Lansing Division, Lansing, Michigan, within the meaning of Section 9 (c) and Section 2 (6) and (7) of the National Labor Relations Act. 2. All plant protection employees of the Company, excluding sergeants, lieutenants, captains, chiefs and other supervisory employ- ees, clerical employees, and lobby attendants, constitute a unit appro- priate for the purposes of collective bargaining within the meaning of Section 9 (b) of the Act. 3. United Organization of Plant Protection Employees has been designated and selected by a majority of employees in the above unit as their representative for the purposes of collective bargaining and is the exclusive representative of all employees in said unit within the meaning of Section 9 (a) of the Act. CERTIFICATION OF REPRESENTATIVES By virtue of and pursuant to the power vested in the National Labor Relations Board by Section 9 (c) of the National Labor Relations Act, IT IS HEREBY CERTIFIED that United Organization of Plant Protec- tion Employees has been designated and selected by a majority of all plant protection employees of General Motors Corporation, Fisher Body-Lansing Division, excluding sergeants, lieutenants, captains, chiefs and other supervisory employees, clerical employees, and lobby attendants, as their representative for the purposes of collective bargaining and that pursuant to Section 9 (a) of the Act, United Organization of Plant Protection Employees is the exclusive repre- sentative of all such employees for the purposes of collective bar- gaining with respect to rates of pay, wages, hours of employment, and other conditions of employment.
