See Kaiser Foundation Hospitals, 337 NLRB 1061, 1061 (2002) (“The Board will not entertain a unit clarification petition seeking to accrete a historically excluded classification into the unit, unless the classification has undergone recent, substantial changes”) (citing Bethlehem Steel Corp., 329 NLRB 243, 244 (1999)); United Parcel Service, 303 NLRB 326 (1991).
