THIRD SUPPLEMENTAL-DECISION

CERTIFICATION OF REPRESENTATIVES

On September 18, 1941, the National Labor Relations Board, herein
called the Board, issued a Decision and Direction of Elections in
the above-entitled proceeding.' On November 7, 1941, the Board
issued a Supplemental Decision and Certification of Representatives,'
certifying United Textile Workers of America, Local 2564, as the
exclusive representative of the production and maintenance em-
ployees, and deferring a determination of the results of the election
among the powerhouse employees until such time as a disposition
was made of certain charges of unfair tabor practices. On April
23, 1942, the Board issued a Second Supplemental Decision and Di-
rection,3 directing that the Regional Director open and count the
ballots of 15 named powerhouse employees, investigate any remaining
bvillots among such employees if such ballots would affect the results
of the election, and prepare and serve on the parties a Supplemental
Election Report with respect to his findings and recommendations
as to the results of the balloting.
On May 6, 1942, the Acting Regional Director issued and duly
served on the parties his Supplemental Election Report. No objec-
tions to the Supplemental Election Report have been filed by any
of the parties. As to the balloting and its results, the Acting Regional
Director reported as follows :

By virtue of and pursuant to the 'power vested in the National
Labor Relations Board by Section 9 (c) of the National Labor
Relations Act, 49 Stat..449, and pursuant to Article III, Sections 8
and 9, of National Labor Relations Board Rules and Regulations-
Series 2, as amended,
IT IS 'HEREBY cE'RTrFIED that International Brotherhood of Fire-
men & Oilers, Local 296, affiliated with the American Federation of
Labor, has been designated and selected by a majority of all power-
house employees of Bear Brand Hosiery.Company, Kankakee, Illinois,
excluding the chief engineer, as their representative for the purpose
of collective bargaining and that, pursuant to Section 9 (a) of the
Act, International Brotherhood of Firemen & Oilers, Local 296,
affiliated with the American Federation of Labor, is the exclusive
representative of all such employees for the purposes of collective
bargaining with respect to rates of pay, wages, hours of employment,
and other conditions of employment.
