(a) For evaluation purposes, the Committee shall classify municipalities into four (4) categories based on population. The general criteria shall be adjusted to the particular population, budgetary, and geographic situations of municipalities in order to set the rating parameters for each category. The four (4) categories are:
(1) Big city.— This category shall be composed of municipalities whose population is greater than twenty percent (20%) of the population of the most populated municipality.
(2) City.— This category shall be composed of municipalities whose population is greater than ten percent (10%) and less than or equal to twenty percent (20%) of the population of the most populated municipality.
(3) Town.— This category shall be composed of municipalities whose population is greater than five percent (5%) and less than or equal to ten percent (10%) of the population of the most populated municipality.
(4) Small town.— This category shall be composed of municipalities whose population is less than or equal to five percent (5%) of the population of the most populated municipality.
(b) The population of the municipalities shall be determined based on the official result of the most recent U.S. Census prior to the approval of the Committee Regulations for the next biannual designation.
