If a party who has been duly summoned does not appear at the pre-hearing conference, the hearing, or any other stage during the adjudicatory procedure, the official who presides it may declare the nonappearance and continue the procedure without his participation, but shall notify said party, in writing, of his determination, the grounds thereof, and the appellate review that is available.
