The Secretary of Justice shall be the nominating authority, pursuant to the provisions of §§ 138—138r of this title. The Secretary shall appoint the technical, clerical, stenographic or any other personnel, and may fix their remuneration according to the regulations adopted to this effect, and authorize the expenses needed to fulfill the purposes of §§ 138—138r of this title. A bachelor’s degree from a recognized university shall be required to become a Special Agent. Any Special Agent of the Bureau of Special Investigations shall be subject to a two-year probationary period, during which he may be dismissed from his position at any time, when the Secretary of Justice considers that his services, habits or attitudes do not justify granting him the status of a regular employee.
