(a) No member of the governing board or body of a public corporation who is not a consumer representative shall be entitled to receive payment on account of per diems, wages, emoluments, or any other allowance for discharging his duties as a member of the Board of Directors or governing body in question. This prohibition does not prevent a public corporation from acquiring and offering reasonably priced meals to members of its governing body during, immediately before, or after a properly convened meeting. Consumer representatives who are members of a governing board or body of a public corporation shall be entitled to receive the payment of per diems as authorized by the enabling acts of their respective corporations.
(b) This section shall have a prospective effect and shall not affect the payment of per diems, wages, emoluments, or any other allowances that have been claimed or whose payment had become payable on demand prior to the approval of this act. The provisions of subsection (a) of this section shall have the effect of repealing any provision of an act or regulations in effect that provide for the payment of per diems, wages, emoluments, or any other allowances to members of the Board of Directors or any governing body of a public corporation for discharging their duties, obligations, or responsibilities.
