The Secretary of the Department of Consumer Affairs, upon previous adequate notice and administrative hearing, may impose an administrative fine of not less than five hundred dollars ($500) nor more than five thousand dollars ($5,000) on every urbanizer or constructor who violates the provisions of §§ 501—519 of this title, its regulations or any order or resolution issued by the Department.
