The Secretary of Agriculture is hereby vested with powers and faculties to promulgate the standards and regulations that he may deem necessary to establish the terms and conditions for the granting of benefits in the different phases of the program, [whose] rules and regulations shall have force of law after the requirements established in §§ 2101 et seq. of Title 3 have been complied with. The Secretary of Agriculture shall, on so doing, annually establish the maximum contributions for the carrying out of each one of the eligible practices under this program. In no case shall the contribution or incentive for any of said practices exceed two-thirds of the whole cost.
