Section R23-3-1 - Purpose and Authority(1) This rule establishes policies and procedures for the authorization, funding, and development of programs for capital development and capital improvement projects and the use and administration of the planning fund.(2) The director's authority to administer the planning process for state facilities is contained in Section 63A-5b-501.(3) The statute governing the planning fund is contained in Section 63A-5b-503.(4) The director's authority to make rules for programming and program documents is set forth in Subsection 63A-5b-502(3).(5) The director's authority to make rules for the division or the director to perform the division or director's duties is set forth in Subsection 63A-5b-305(2)(c).(6) This rule provides the standards and requirements required by Subsection 63A-5b-402(3).(7) The director's authority to require agencies to report operation and maintenance expenditures is set forth in Subsection 63A-5b-702(2)(f).Amended by Utah State Bulletin Number 2015-23, effective 11/9/2015Amended by Utah State Bulletin Number 2017-4, effective 1/20/2017Amended by Utah State Bulletin Number 2017-15, effective 7/12/2017Amended by Utah State Bulletin Number 2023-04, effective 2/8/2023
