Section 41.9 - Bid Procedure(a) All bids for contracts under TRS-Care must be submitted in compliance with the bid requirements provided by TRS .(b) The bid opening shall take place at a date and time set by TRS(c) In determining the quality of the bids, TRS may consider such factors and criteria as it deems relevant and appropriate under the circumstances. (d) TRS shall not provide compensation to bidders for any expenses incurred by the bidder for bids preparation or for any demonstrations that may be made. Bidders submit bids at their own risk and expense.34 Tex. Admin. Code § 41.9
