When a readmittance or renewal is reviewed, the length of time of previous participation is considered in determining the total number of years of participation. No participant may exceed the maximum length of participation that is set by statute whether the participation is continuous or noncontinuous. Each partial year of participation from the date of funding is considered as a full year of participation for purposes of determining length of time in the program.
