The Board shall vote to recommend or reject loan packages considered at regular or special meetings. If a loan package is rejected by the Board, the motion to reject shall state the reason for rejection. The Board's actions to recommend approval or rejection shall be reflected in the minutes of the Board, and shall constitute the written recommendation referred to in § 88.5(F) of Title 62. The staff of OST may also notify an applicant of the Board's recommendation prior to the minutes becoming final.
