A former registrant who applies for renewal less than one year after the registrant's registration has lapsed due to failure to renew may, at the board's discretion, be reinstated upon payment of the renewal fee plus a reinstatement fee of one hundred dollars, and the disclosure required under section 8-03-07-01.
