The board has determined that there exists serious danger to the sugarcane industry and the agriculture of Hawaii from the introduction of sugarcane moth borers (Diatraeasaccharalis fab. and Castnialicoides Boisd.), smut (Ustilagoscitaminea Syd.), viruses (mosaic), and other insects and diseases of sugarcane and members of the grass family (gramineae), that are not now established in Hawaii.
