Section 7 AAC 100.030 - Social security number
(a) Except as provided in (d) of this section, to be eligible for Medicaid an applicant must do one of the following:
(1) present to the department or a fee agent the applicant's actual social security card or a photocopy of it;
(2) submit a written statement giving the applicant's social security number;
(3) enter the applicant's social security number on the Medicaid application form;
(4) complete a federal Social Security Administration form applying for a number, and comply with all Social Security Administration requirements for completion of the form;
(5) show proof of an application for a social security number as part of the state's birth registration process.
(b) The department will not delay or deny assistance while a social security number application is being processed or while a social security number is being verified.
(c) Except as provided in (d) of this section, if an applicant cannot recall the applicant's social security number or has not been issued a social security number the department will assist the applicant to comply with (a)(4) of this section or to obtain the applicant's existing social security number from the Social Security Administration, including obtaining information available to the department that the applicant needs. If the applicant fails to cooperate with the department in applying for a social security number, or fails to provide a social security number, the department will not include that applicant's financial needs in the Medicaid household.
(d) A social security number is not required for
(1) a newborn child eligible under 7 AAC 100.002(a) (5); or
(2) an alien needing treatment for an emergency medical condition under 7 AAC 100.700.
