R-1129 and C-1310, respectively CERTIFICATION, OF, REPRESENTATIVES March 11, 1940 On November 17, 1939, the National Labor Relations Board, herein called the Board, issued its Decision, Order, and Direction of Elec- tion' in the above-entitled proceedings, in which it directed that an election be held at such time as the Board might in the future direct.' On February 13, 1939, the Board issued its Supplement and Amend- ment to Direction of Election directing that an election be con- ducted as early as possible but not later than thirty (30) days from the date of the Supplement and Amendment to Direction of Election.2 Pursuant to the 'Direction of Election, as: amended, an election-by secret ballot was conducted on February 21, 1940, under the direction and supervision of the Regional Director for the Tenth Region (Atlanta, Georgia). On February 24, 1940, the Regional Director, acting pursuant to Article III, Section 9, of National Labor Rela- tions Board Rules and Regulations-Series 2, as amended, issued and duly served upon the parties an Election Report. No objections to the conduct of the ballot or exceptions to the Election Report have been filed by any of the parties. B., No. 35. 453 28.O32-4J-o1 21--30 454 DECISIONS OF NATIONAL LABOR RELATIONS BOAPp By virtue of and pursuant to the power vested in the National Labor Relations Board, by Section 9 (c) of the National Labor Relations Act, 49 Stat. 449, -and pursuant to Article III, Sections 8 and 9, of National Labor Relations Board Rules and Regulations- Series 2, as-amended, IT IS HEREBY CERTIFIED that United Hatters, Cap & Millinery Workers International Union has been designated and selected by a majority of the production employees of the Standard Hat Com- pany, Atlanta, Georgia, excluding the plant superintendent, inspec- toi_s, foremen and foreladies, machinist, floor boys, porters, shipping- department employees, and office and clerical help, and including extra help and apprentices, as their representative for the purposes of collective bargaining and that, pursuant to Section 9 (a) of the National Labor Relations Act, United Hatters, Cap & Millinery Workers International Union is the exclusive representative of all such employees for the purposes of collective bargaining in respect to rates of pay, wages, hours of employment, and other conditions of employment.
