ORG., MASTERS, MATES & PILOTS OF AMERICA, LOCAL No. 17, INC. Case No. R-1827 SUPPLEMENTAL DECISION AND ORDER August 19, 1940 On July 13, 1940, the National Labor Relations Board, herein called the Board, issued a Decision and Direction of Election in the above-entitled proceeding.' The Direction of Election provided that an'election'by secret ballot be conducted within thirty (30) days from the date of the Direction among the'four pilots of Luckenbach Steam- ship Co., Inc., herein called the Company, engaged in' piloting 'the Company's 'vessels from Astoria to Portland and Vancouver, Wash- ington„and from Vancouver, Washington, and Portla'nd,'to Astoria on the Columbia and Willamette Rivers, and its tributaries and intermediate points, to determine whether they desire to be represented by National Organization, Masters, Mates & Pilots of America, Local No. 17, Inc., or by Licensed Marine Deck Officers, L. I. Union, Local No. 998, for the purposes of collective bargaining, or by neither. Pursuant to the Direction, an election by secret ballot was held on July 31, 1940, at Portland, Oregon, under the direction and super- vision of the Regional Director for the Nineteenth Region.2 On August 1, 1940, the Regional Director, acting pursuant to Article III, Section 9 of National Labor Relations Board Rules and Regulations- Series 2, as amended, issued and duly served upon the parties an Elec- tion Report containing a tally of the ballots. In his Report the 'Regional Director certified that the ballot was fairly and impartially conducted, that the ballots cast were duly and fairly counted under his supervision, and that statements to such effect had been filed with 1 25 N. No objections to the conduct of the ballot or to the Election Report have been filed by any of the parties. The petition of National Organization, Masters, Mates & Pilots of America, Local No. '17, Inc., for investigation and certification of representatives of employees of Luckenbach Steamship Co., Inc., will, therefore be dismissed.
