DIRECTION OF ELECTIONS January 26, 1938 The National Labor Relations Board, having found that questions affecting commerce have arisen concerning the representation of all hourly and piece rate production and maintenance employees, exclu- sive of supervisory and clerical employees and watchmen, of Erwin Cotton Mills Company at its plants numbers 1, 4, and 6, in Durham, North Carolina, at its plant number 3, in Cooleemee, North Carolina, and at its plants numbers 2 and 5, in Erwin, North Carolina, that such employees in the three plants at Durham constitute one unit, that such employees in the single plant at Cooleemee constitute a second unit, that such employees in the two plants at Erwin constitute a third unit, and that each unit is appropriate for the purposes of collective bargaining within the meaning of Section 9 (b) of the National Labor Relations Act, 49 Stat. 449, and acting pursuant to the power vested in it by Section 9 (c) of said Act, and pursuant to Article III, Section 8, of National Labor Relations Board Rules and Regulations-Series 1, as amended, hereby DIRECTS that, as part of its investigation to ascertain representatives for the purposes of collective bargaining with Erwin Cotton Mills Company, elections by secret ballot shall be conducted within a period 1138 DECISIONS AND ORDERS 1139 of fifteen (15) days from the date of this Direction of Elections, under the direction and supervision of the Regional Director for the Fifth Region, acting in this matter as the agent of the National Labor Rela- tions Board and subject to Article III, Section 9, of said Rules and Regulations, among all hourly and piece-rate production and mainte- nance employees, exclusive of supervisory and clerical employees and watchmen, of Erwin Cotton Mills Company at its plants numbers 1, 4, and 6, in Durham, North Carolina, among such employees of the Com- pany at its plant number 3, in Cooleemee, North Carolina, and among such employees of the Company at its plants numbers 2 and 5, in Erwin,' North Carolina, who were employed by the Company as of January 8, 1938, to determine whether or not they -desire to be repre- sented by Textile Workers' Organizing Committee.
