R-989 and 8-990 CERTIFICATION OF REPRESENTATIVES December 7, 1938 On October 4, 1938, the National Labor Relations Board, herein called the Board, issued a Decision and Direction of Elections in the above-entitled case.,' The Direction of Elections provided that sep- arate elections by secret ballot be conducted (1) among all production and maintenance, employees of Clifton Manufacturing Company, Clifton, South Carolina, at its Plant No. 1, including watchmen and employees occupying the. position of section hand or under, and excluding clerical and supervisory employees and employees who occupy the positions of second hand or higher, whose names appeared upon the Company's pay roll for the pay-roll period ending April 23, 1938, excepting those who had since quit or been discharged for cause; and (2) among the same classes of employees engaged by the Company at its Plant No. 2, to determine whether or not they desired to be represented by Textile Workers Organizing Committee for the purposes of^ collective bargaining. Pursuant to the Direction of Elections, elections by secret ballot were conducted on October 14, 1938, under the direction and super- vision of the Regional Director for the Tenth Region - (Atlanta, Georgia). On October 18; 1938, the Regional Director, acting pur- suant to Article III, Section 9, of National Labor Relations Board Rules and Regulations-Series 1, as amended, issued and duly served upon the parties Intermediate Reports on the elections. IT IS HEREBY CERTIFIED that Textile Workers Organizing Commit- tee, affiliated with the Committee for Industrial Organization, has been designated and selected by a majority of all the production and maintenance- employees of Clifton Manufacturing Company, Clifton, South Carolina, at its Plant No. 2, including watchmen, and em- ployees occupying the position of section hand or under, and exclud- ing clerical and supervisory employees and employees who occupy the position of second hand or higher, as their representative for the purpose of collective bargaining, and that pursuant to Section 9 (a) of the Act, Textile Workers Organizing Committee, affiliated with the Committee for Industrial Organization, is the exclusive repre- sentative of all such employees for the purposes of collective bargain- ing in respect to rates of pay, wages, hours of employment, and other conditions of employment.
