NATIONAL UNION OF NORTH AMERICA Case No. R-2028 CERTIFICATION OF REPRESENTATIVES November 30, 1940 On September 24, 1940, the National Labor Relations Board issued its Decision and Direction of Election in the above-entitled proceed- ing,' directing that elections be conducted as soon as practicable among certain unlicensed personnel employed on the vessels operated by Baltimore Insular Line, Inc., herein called the Company. Pursuant to the Direction of Election, elections by secret ballot were conducted under the direction and supervision of the Regional Director for the Second Region (New York City), on October 12, October 18, October 22, and October 31, 1940, upon the vessels operated by the Company. On November 8, 1940, the Regional Director, acting pursuant to Arti- cle III, Section 9, of 'National Labor Relations Board Rules and Regulations-Series 2, as amended, issued and duly served upon the parties her Election Report. No objections to the conduct of the ballot or the Election Report have been filed by any of the parties. B., No. 43. 252 BALTIMORE INSULAR LINE CO. 253 of National Labor Relations Board Rules and Regulations-Series 2, as amended, IT IS AF.RRRY ' CERTIFIED that Seafarers' International Union of North America has been designated and selected by a majority of the unlicensed personnel in the deck, engine, and stewards' departments, excluding wireless and radio operators, chief electricians on electri- cally driven ships, and junior engineers who hold licenses, employed on the vessels operated by Baltimore Insular Line, Inc., New York City, as their representative for the purposes of collective bargaining and that,` pursuant to Section 9 (a) of the National' Labor Relations Act, Seafarers' International Union of North America is the exclusive rep- resentative of all such employees for the purposes of collective bargain- ing in respect to rates of pay, wages, hours of employment, and other conditions of employment.
